Draft of conditions for the round-table conference.

1. The Aim of the Round-Table Conference.

The aim of the Round-Table Conference is to bring about a just and lasting settlement of the Indonesian dispute, as soon as possible, by reaching an agreement with the participants concerning ways and means to accelerate the unconditional transfer of real and complete sovereignty to the United States of Indonesia, in accordance with the 'Renville' principles. [1]

The participants in the Round-Table Conference undertake to strive for the convening of the Conference by 1st August, 1949, and for the completion of the Conference within two months thereafter. The participants undertake to ratify agreements with results from the Conference within six weeks after its termination. Consequently, sovereignty should be transferred to the United States of Indonesia before the end of 1949.

2. Participants.

The participants of the Round-Table Conference will be:-

(1) Representatives of the Government of the Netherlands.
(2) Representatives of the Government of the Republic of Indonesia; [1. and 2.] [2] parties in the Indonesian dispute before the Security Council.

The B.F.O. (Federal Consultative Assembly) representing areas in Indonesia other than the Republic as far as they are members of this organisation.

3. The United Nations Commission for Indonesia.

The United Nations Commission for Indonesia will participate in the Round-Table Conference in accordance with its terms of reference as they have been established by the Security Council.
The United Nations Commission for Indonesia will be responsible for providing the Security Council with reports of the Conference.

4. Procedure of the Round-Table Conference.

(1) The Conference itself will decide upon its rules of procedure in addition to the points established in this present document.
(2) Formal and informal meetings shall be held.
(3) Formal meetings shall be held with the United Nations Commission for Indonesia.
(4) Informal meetings shall be held with or without the United Nations Commission for Indonesia as circumstances may require.

(5) Resolutions shall be passed at formal meetings.

(6) The Round-Table Conference shall give the representatives of the minorities (European, Chinese and Arabic) the opportunity to report their views to the Conference in all matters which are deemed to concern their interests.

(7) Application for representation of other significant interests who wish to express their views may be considered by the Conference.

5. Results of Conference.

The results of the Conference shall be laid down in documents and agreements binding upon the parties thereto. These documents and agreements shall be subject to ratification and shall include, inter alia, a charter of transfer of sovereignty, and the statute of the Netherlands/Indonesian Union, establishing fundamental provisions of future cooperation.

6. Ratification of the Agreements reached at B.F.O.

The documents and agreements referred to in sub-paragraph (5) shall be submitted immediately afterwards to the Netherlands States-General, to the provisional representative of the body of the Republic of Indonesia and, in a way to be decided upon in due time, to the representative bodies of the B.F.O. areas.

7. Items of the Agenda (a) The Provisional Constitution of the United States of Indonesia.
Sovereignty will be transferred to the Provisional National Federal Government of the United States of Indonesia which shall function on the basis of a provisional constitution.

(1) The Provisional Constitution shall include provision with regard to the structure and powers of the Federal Government.

(2) It shall stipulate that the existing legislation, insofar as it is not inconsistent with the provisions of the Provisional Constitution, or with agreement reached by the Round-Table Conference, shall remain in force until replaced by legislation enacted by competent organs according to rules to be worked out in the Provisional Constitution.

(3) All powers of the Netherlands Supreme Legislative Body of the Crown and of the Governor-General, including those which the Governor-General had in consultation with the 'Volks Raad', or the 'Raad Van Nederlands Indie', shall be vested in the Provisional Federal Government. The supreme authority with regard to foreign relations and the Federal Armed forces shall exclusively be vested in the Provisional Federal Government.

(4) The Provisional Constitution shall generally contain any provision inconsistent with the Charter of the Sovereign, the Statute of the Netherlands-Indonesian Union or other documents relating to future cooperation.

(5) The Provisional Constitution shall include the provision to guarantee effective realization of the rights of self- determination of the people of Indonesia and the holding of free and secret elections for the Constituent Assembly.

(b) The Charter of the Transfer of Sovereignty.

The Charter shall include the following provisions:-

(1) The transfer of Sovereignty shall be effective, complete and unconditional;
(2) A Union shall be established by the Kingdom of the Netherlands and the United States of Indonesia on the basis of voluntary and equal partnership with equal rights;
(3) An agreement with regard to the transfer of the rights, powers and obligations of Indonesia (The Netherlands Indies) to the United States of Indonesia.

(c) The Fundamental Provision of the Statute of the Netherlands/Indonesian Union.
In the Union, neither of the two parties, namely the Netherlands and the United States of Indonesia, shall be expected to transfer or concede any more rights to the Union than the other. Nor will this transfer include any rights other than those which either partner shall voluntarily decide to concede in the conviction of serving thereby as best he can the common interests as well as his own.

(d) Observation of the Implementation of the Agreement.

The United Nations Commission for Indonesia, or another United Nations Agency, shall observe in Indonesia the implementation of the agreement reached at the Round-Table Conference.
(e) Other Items.

Other items to be discussed at the Round-Table Conference shall include: Foreign Relations, the rights of self-determination of the people, contracts with self-governing regions, nationality and citizenship, the financial and economic relations and cultural relations, the military agreements and the withdrawal of the Netherlands forces, the exchange of High Commissioners, the status of public servants functioning at the time of the transfer of sovereignty.

IMMEDIATE SECRET
Received 17 June 1949, 9.30 a.m.

Both Delegations have agreed provisionally to three documents [1]
for a cessation of hostilities:-
(a) Cease-hostilities order
(b) The proclamation
(c) The regulations.

Only minor changes have been made to the drafts already forwarded
by bag.

2. Cochran has made the following suggestions for overcoming the
procedural impasse (see paragraph 5 of my telegram K31[6] [2]). No
final agreement on cease-fire until after the Republican
Government is restored but Hatta to write a personal letter to Van
Royen stating

(1) he finds the documents in their present form reasonable and
satisfactory;

(2) he would be prepared to urge the adoption of policy formulated
in these documents by the Government of the Republic as soon as
possible after its restoration;

(3) he would consider only the lesser details covered by the
documents subject to change after consultation on the return of
the Republic of Djokjakarta and by mutual agreement between the
Delegations;

(4) he would consider as immutable the following elements of the
policy formulated in documents;

(a) that all hostilities between the parties, including guerilla
warfare, was to cease;

(b) that all measures shall be taken to [cease fire and terminate
all acts intended to harm the other party] [3];

(c) that both parties shall co-operate fully in maintaining law
and order, in protecting all elements of the population, and in
facilitating each other's measures of self defence;

(d) that the ending of military operations throughout Indonesia
will render possible the maintenance of peace and order through
the co-operation between the Netherlands and the Republican armed
forces. Co-operation in patrolling, in avoiding clashes, and in
maintaining peace and order shall be effected;

(e) that the armed forces of the Government shall not extend their
delineated zones of patrolling or otherwise endeavour to improve
their respective military positions at the expense of the other.
Patrols shall be limited to the maintenance of law and order,
including the protection of all elements of the population;

(f) that there shall be neither prosecution by the course of law,
nor measures of an administrative character against anyone who by
the sole fact that he, by offering his services, by seeking
protection or by acting in a scornful way, has taken sides in the
dispute which has divided the Republic of Indonesia and the
Netherlands;

(g) that those who have been deprived of their freedom, because of
political convictions or functions, or because they have carried
arms in the fighting organisations of one of the parties, shall be
released as soon as possible;

(h) that there shall be free movement of the civilian population
and free traffic of goods;

(i) that there shall be co-operation between parties in assuming
responsibility for feeding, clothing and providing medical
supplies and services for the population.

3. It is also suggested Van Royen reply in a similar strain to
Hatta.

4. The Republican Delegation has taken the Dutch suggestions to
the leaders at Bangka and the Netherlands Delegation is consulting
The Hague.

5. Prospects appear hopeful but Van Royen says that the major
problem is to explain the situation to the Netherlands Government,
which was led to believe that the cease-hostilities agreement
would be reached prior to the restoration.

6. It is most important that the Republican Government be restored
without further delay. Anything which could be done now to urge
this strongly at The Hague would be most timely.

IMMEDIATE RESTRICTED


The Netherlands Government is prepared to accept draft statements set out in K.306 [1] subject to an understanding on the use of Maguwo airfield. In final drafting there may be one or two minor changes of wording and the order of paragraphs three and four of Netherlands statements may be reversed.

2. Agreement on Maguwo airfield will probably be obtained by an unpublished exchange of letters incorporating the following understanding:
'It is agreed that with the return of the Republican Government to Djokjakarta and with restoration of Residency of Djokjakarta to the Republic[an] administration, the airfield of Maguwo will be operated strictly and solely as a civil airport. It is agreed that there shall be no traffic in arms or ammunition in or through this airport or any illegal flights. It is agreed that airport of Maguwo shall not be used by military aircraft of either party except in case such aircraft is in distress. Finally it is agreed that operation of Maguwo will be subject to observation by military observers of U.N.C.I.'

3. Unless there is an unexpected hitch the statements of the parties will be formalised at a meeting under the auspices of U.N.C.I. at five p.m. Saturday May 7th. Cochran as chairman will confirm statements as follows:
'Will two [chairmen] [2] kindly confirm my understanding that the statement which they have just made were agreed upon in consultation, that each finds himself in accord with the position set forth by the other and that statements are hereby formally confirmed and accepted.'

4. At this afternoon's meeting it is also intended to set up a joint committee, to make necessary investigations and preparations for the preliminary return of Republican Government at Djokjakarta. Civilian deputies and senior military advisers of three representatives on the Commission will work on joint committee with delegations of parties. Chairmanship will rotate amongst civilian deputies. Cutts and Prior will represent Australia.

5. The parties will continue to meet under the auspices of the Commission in Batavia to discuss other matters on the agenda.

These will mainly concern details for an effective cessation of hostilities and details regarding round table conference at The Hague.

IMMEDIATE PRIORITY CONFIDENTIAL

The Netherlands delegation has rejected the Republican drafts of the compromise statements (see K.303 [1]) and has now submitted the following amendments:-

(a) Republican statement-addition of 'in accordance with the "Renville principles [2]" after the phrases 'complete sovereignty to the U.S.I.'. Substitution of 'insist' for 'urge' in the last sentence of the statement.
(b) Netherlands statement- Paragraph (1) addition of 'and to advise on measures to be taken in order to effectuate the cessation of guerilla warfare and co- operation in the restoration of peace and the maintenance of law and order'.

Paragraph (2)-last half of the paragraph beginning 'in the area' is changed to 'consisting of the city of Djokjakarta and its immediate environs and that this step be taken in the light of the Security Council's directive [3] of March 23rd, 1949'.

(3)-this paragraph omitted.

(4)-'The Netherlands Government insists on the right of self- determination of the Indonesian peoples as recognised by the principle and underlying articles 3 and 4 of the Linggadjati agreement [4] and by the second and sixth of the twelve, and fourth and sixth of the six additional 'Renville' principles.

Pending negotiations concerning the implementation of the Security Council's ruling of 23rd March 1949 and those to be conducted at the Round Table at The Hague, the Netherlands Government will, however, refrain from the establishment of new Negaras and Daerahs on territory under Republic control prior to December 19th, 1948 and from the expansion of Negaras and Daerahs affecting the said territory, unless agreed upon by the Republican Government and the B.F.O.' [5]

(5)-substitution of 'member state' for 'entity' and insertion of 'provisional' before 'representative body'. Last sentence from 'there shall be etc.' changed to 'this number will be one half of the total membership exclusive of Republic membership'.

(6)-Omitted.

In addition, the Netherlands Delegation has suggested but will not insist on the following new paragraph 'With a view to what is stated in the Security Council ruling of March 23rd 1949, on the subject of the proposed round table conference at The Hague 'to end that negotiations contemplated by the resolution of January 28th, 1949, may be held as soon as possible' the Netherlands Government is fully prepared to do its utmost that this settlement take place immediately after the return of the Republican Government to Djokjakarta.
At this conference, a beginning should be made with consultations as to the way in which-as was already mentioned in the Netherlands Government's invitation to President Soekarno-'a transfer of sovereignty accelerated as much as possible' can be realised. As was stated in the above-mentioned invitation, this implies that the Netherlands Government will gladly 'examine on its merits, in joint consultation with the parties concerned, every proposed solution submitted by one of the parties in order to reach in open, multilateral discussion the common goal: a just and lasting settlement of the Indonesian dispute and accelerated unconditional transfer of the complete sovereignty in accordance with the Renville principles'.

2. The Republican Delegation has expressed considerable concern at the Dutch draft, which embodies the old double talk of the 'Palace clique'. They will certainly reject it and will probably now seek to formalize their position with the Commission. The Netherlands Delegation has not yet submitted its final proposals to its Government, and, therefore, is not yet in a position to take a final stand.

1. The Tujuan Round-Konferensi Meja.
 
Tujuan dari Round-Konferensi Meja adalah untuk membawa tentang adil dan abadi penyelesaian sengketa Indonesia, sesegera mungkin, dengan mencapai kesepakatan dengan para peserta tentang cara dan sarana untuk mempercepat transfer tanpa syarat kedaulatan yang nyata dan lengkap untuk Amerika Serikat Indonesia, sesuai dengan prinsip-prinsip 'Renville'. [1]
 
Para peserta di babak-Konferensi Meja berjanji untuk berusaha untuk mengadakan Konferensi pada tanggal 1 Agustus 1949, dan untuk penyelesaian Konferensi dalam waktu dua bulan setelahnya. Para peserta melakukan untuk meratifikasi perjanjian dengan hasil dari Konferensi dalam waktu enam minggu setelah penghentian. Akibatnya, kedaulatan harus ditransfer ke Amerika Serikat dari Indonesia sebelum akhir 1949.
 
2. Peserta.
 
Para peserta dari Round-Konferensi Meja akan: -

Komisi PBB untuk Indonesia akan berpartisipasi dalam Bundar-Konferensi Meja sesuai dengan ketentuan yang berlaku karena mereka telah dibentuk oleh Dewan Keamanan.
Komisi PBB untuk Indonesia akan bertanggung jawab untuk menyediakan Dewan Keamanan dengan laporan dari Konferensi.
 
4. Prosedur Round-Konferensi Meja.
 
(1) Konferensi itu sendiri akan memutus aturan prosedur di samping poin didirikan pada dokumen saat ini.
 
(2) Pertemuan formal dan informal tidak dapat dimintai.
 
(3) Pertemuan formal tidak dapat dimintai dengan Komisi PBB untuk Indonesia.
 
(4) pertemuan informal tidak dapat dimintai dengan atau tanpa Komisi PBB untuk Indonesia sebagai keadaan mungkin memerlukan.
 
(5) Resolusi akan disahkan pada pertemuan formal.
 
(6) The Round-Konferensi Meja akan memberikan wakil minoritas (Eropa, Cina dan Arab) kesempatan untuk melaporkan pandangan mereka kepada Konferensi dalam segala hal yang dianggap keprihatinan kepentingan mereka.
 
(7) Permohonan representasi kepentingan penting lainnya yang ingin mengekspresikan pandangan mereka dapat dipertimbangkan oleh Konferensi.
5. Hasil Konferensi.
 
Hasil dari Konferensi akan ditetapkan dalam dokumen dan perjanjian mengikat para pihak. Dokumen-dokumen dan perjanjian tunduk pada ratifikasi dan akan mencakup, antara lain, sebuah piagam penyerahan kedaulatan, dan undang-undang Belanda / Uni Indonesia, menetapkan ketentuan dasar kerjasama masa depan.
 
6. Ratifikasi Kesepakatan yang dicapai di BFO
 
Dokumen-dokumen dan perjanjian sebagaimana dimaksud dalam sub-ayat (5) disampaikan segera setelah itu ke Belanda States-General, kepada perwakilan sementara tubuh Republik Indonesia dan, dengan cara yang akan diputuskan pada waktunya, kepada badan perwakilan daerah BFO.
 
7. Item Agenda (a) Undang-Undang Dasar Amerika Serikat dari Indonesia.
Kedaulatan akan ditransfer ke Pemerintah Federal National Sementara Amerika Serikat dari Indonesia yang akan berfungsi atas dasar konstitusi sementara.
 
(1) Undang-Undang Dasar harus mencakup ketentuan yang berkaitan dengan struktur dan kekuasaan Pemerintah Federal.
 
(2) Ini menetapkan bahwa undang-undang yang ada, sejauh tidak bertentangan dengan ketentuan Undang-Undang Dasar Sementara, atau dengan kesepakatan yang dicapai oleh PP Konferensi Meja, akan tetap berlaku sampai diganti dengan undang-undang yang ditetapkan oleh organ kompeten sesuai dengan aturan yang harus bekerja dalam UUDS.
 
(3) Semua kekuasaan Belanda Agung Badan Legislatif Mahkota dan Gubernur-Jenderal, termasuk yang memiliki Gubernur Jenderal melalui konsultasi dengan 'Volks Raad', atau 'Raad Van Nederlands Indie', harus diberikan di Pemerintah Federal Sementara. Otoritas tertinggi yang berkaitan dengan hubungan luar negeri dan angkatan bersenjata Federal harus secara eksklusif akan dipegang oleh Pemerintah Federal Sementara.
 
(4) Undang-Undang Dasar pada umumnya memuat ketentuan apapun tidak konsisten dengan Piagam Sovereign, Statuta Uni Belanda-Indonesia atau dokumen lain berkenaan dengan kerjasama masa depan.
 
(5) Undang-Undang Dasar harus mencakup ketentuan untuk menjamin realisasi efektif hak-hak penentuan nasib sendiri rakyat Indonesia dan penyelenggaraan pemilihan umum yang bebas dan rahasia untuk Majelis Konstituante.
 
(B) Piagam Pengalihan Kedaulatan.
 
Piagam harus mencakup ketentuan sebagai berikut: -
 
(1) Pengalihan Kedaulatan akan efektif, lengkap dan tanpa syarat;
 
(2) A Union ditetapkan oleh Kerajaan Belanda dan Republik Indonesia Serikat atas dasar kemitraan sukarela dan setara dengan hak yang sama;
 
(3) Sebuah perjanjian sehubungan dengan pengalihan hak, wewenang dan kewajiban Indonesia (Hindia Belanda) ke Amerika Serikat dari Indonesia.
 
(C) Penyediaan Mendasar Statuta Belanda / Uni Indonesia.
 
Di Uni, tak satu pun dari kedua belah pihak, yaitu Belanda dan Amerika Serikat dari Indonesia, akan diharapkan untuk mentransfer atau mengakui hak lagi untuk Uni daripada yang lain. Transfer ini juga akan mencakup hak selain yang yang baik pasangan akan secara sukarela memutuskan untuk mengakui dalam keyakinan melayani sehingga sebisa mungkin kepentingan umum serta sendiri.
(D) Pengamatan Pelaksanaan Perjanjian.
 
Komisi PBB untuk Indonesia, atau lain Badan Perserikatan Bangsa-Bangsa, akan mengamati di Indonesia pelaksanaan kesepakatan yang dicapai pada Konferensi Meja Bundar-.
(E) Produk Lainnya.
 
Item lainnya yang akan dibahas pada Konferensi Meja Bundar-akan meliputi: Hubungan Luar Negeri, hak penentuan nasib sendiri rakyat, kontrak dengan daerah pemerintahan sendiri, kebangsaan dan kewarganegaraan, hubungan keuangan dan ekonomi dan budaya, perjanjian militer dan penarikan pasukan Belanda, pertukaran Tinggi Komisaris, status pegawai negeri berfungsi pada saat penyerahan kedaulatan.

Kedua Delegasi sepakat sementara tiga dokumen [1]
untuk penghentian permusuhan: -

(A) agar Hentikan-permusuhan
(B) Proklamasi
(C) Peraturan.

Hanya perubahan kecil telah dilakukan untuk draft yang sudah diteruskan
dengan tas.

2. Cochran telah membuat saran-saran berikut untuk mengatasi
kebuntuan prosedural (lihat paragraf 5 dari telegram K31 saya [6] [2]). Tidak
kesepakatan akhir pada gencatan senjata sampai setelah Partai Republik
Pemerintah dipulihkan namun Hatta menulis surat pribadi kepada Van
Royen menyatakan

(1) ia menemukan dokumen dalam bentuknya yang sekarang masuk akal dan
memuaskan;

(2) ia akan siap untuk mendorong adopsi kebijakan yang dirumuskan
dalam dokumen-dokumen ini oleh Pemerintah Republik secepat
mungkin setelah restorasi;

(3) ia akan mempertimbangkan hanya rincian lebih rendah ditutupi oleh
dokumen untuk mengubah setelah berkonsultasi pada kembalinya subjek
Republik Yogya dan dengan kesepakatan bersama antara
Delegasi;

(4) ia akan mempertimbangkan sebagai abadi unsur-unsur berikut dari
kebijakan yang dirumuskan dalam dokumen;

(A) bahwa semua permusuhan antara para pihak, termasuk gerilya
perang, adalah untuk berhenti;

(B) bahwa semua tindakan harus diambil untuk [gencatan senjata dan mengakhiri
semua tindakan yang dimaksudkan untuk merugikan pihak lain] [3];

(C) bahwa kedua belah pihak akan bekerja sama sepenuhnya dalam memelihara hukum
dan ketertiban, dalam melindungi semua elemen dari populasi, dan
memfasilitasi langkah-langkah masing-masing pertahanan diri;

(D) bahwa akhir dari operasi militer di seluruh Indonesia
akan membuat kemungkinan pemeliharaan perdamaian dan ketertiban melalui
kerjasama antara Belanda dan Republik bersenjata

(H) bahwa akan ada gerakan bebas dari penduduk sipil
dan lalu lintas bebas barang;

(I) bahwa akan ada kerjasama antara pihak-pihak dalam asumsi
jawab untuk memberi makan, pakaian dan menyediakan medis
persediaan dan jasa bagi masyarakat.

3. Hal ini juga menyarankan Van Royen menjawab dengan strain yang sama dengan
Hatta.

4. Delegasi Republik telah mengambil saran Belanda
para pemimpin di Bangka dan Belanda Delegasi adalah konsultasi
The Hague.

5. Prospek muncul berharap tapi Van Royen mengatakan bahwa utama
masalah adalah untuk menjelaskan situasi kepada Pemerintah Belanda,
yang dituntun untuk percaya bahwa perjanjian gencatan permusuhan
akan dicapai sebelum restorasi.

6. Hal yang paling penting bahwa Pemerintah Republik dikembalikan

SEGERA TERBATAS
 

Pemerintah Belanda siap untuk menerima rancangan pernyataan yang ditetapkan dalam K.306 [1] tunduk pada pemahaman tentang penggunaan lapangan terbang Maguwo. Dalam penyusunan akhir mungkin ada satu atau dua perubahan kecil dari kata-kata dan urutan paragraf tiga dan empat laporan Belanda dapat dibatalkan.
 
2. Perjanjian tentang Maguwo lapangan udara mungkin akan diperoleh pertukaran tidak diterbitkan surat menggabungkan pemahaman berikut:
 
"Disepakati bahwa dengan kembalinya Pemerintah Republik ke Yogya dan dengan pemulihan Residency Djokjakarta ke Republik [an] administrasi, lapangan terbang Maguwo dari akan dioperasikan secara ketat dan hanya sebagai bandara sipil. Hal ini disepakati bahwa tidak akan ada lalu lintas senjata atau amunisi di atau melalui bandara ini atau penerbangan ilegal. Disepakati bahwa bandara Maguwo tidak boleh digunakan oleh pesawat militer dari salah satu pihak, kecuali dalam kasus pesawat tersebut dalam kesulitan. Akhirnya disepakati bahwa operasi Maguwo akan dikenakan pengamatan oleh pengamat militer UNCI '
 
3. Kecuali ada halangan yang tak terduga laporan pihak akan diformalkan pada pertemuan di bawah naungan UNCI jam lima sore Sabtu 7 Mei. Cochran sebagai ketua akan mengkonfirmasi pernyataan sebagai berikut:
 
"Apakah dua [ketua] [2] silakan konfirmasi pemahaman saya bahwa pernyataan yang mereka telah membuat yang disepakati dalam konsultasi, bahwa masing-masing menemukan dirinya sesuai dengan posisi yang ditetapkan oleh yang lain dan bahwa pernyataan dengan ini secara resmi dikonfirmasi dan diterima . '
 
4. Pada pertemuan sore ini itu juga dimaksudkan untuk membentuk sebuah komite bersama, untuk melakukan penyelidikan dan persiapan untuk kembalinya awal dari Pemerintah Republik di Djokjakarta diperlukan. Deputi sipil dan penasihat militer senior tiga wakil di Komisi akan bekerja pada komite bersama dengan delegasi partai. Kepemimpinan akan berputar di antara deputi sipil. Cutts dan Prior akan mewakili Australia.
 
5. Para pihak akan terus bertemu di bawah naungan Komisi di Batavia untuk membicarakan hal-hal lain dalam agenda.
 
Ini terutama akan rincian kepedulian terhadap penghentian permusuhan yang efektif dan rincian mengenai konferensi meja bundar di Den Haag.

PRIORITAS SEGERA RAHASIA
 

Delegasi Belanda telah menolak draft Republik laporan kompromi (lihat K.303 [1]) dan sekarang telah mengajukan amandemen berikut: -
 
(A) Republik pernyataan penambahan 'sesuai dengan "prinsip-prinsip Renville [2]" setelah frase' kedaulatan penuh kepada USI '. Pergantian dari 'bersikeras' untuk 'mendesak' dalam kalimat terakhir dari pernyataan itu.
 
(B) Belanda pernyataan Ayat (1) penambahan 'dan memberi nasihat tentang langkah-langkah yang harus diambil dalam rangka untuk mewujudkan penghentian perang gerilya dan kerjasama dalam pemulihan perdamaian dan pemeliharaan hukum dan ketertiban'.
Ayat (2)-terakhir setengah dari paragraf awal 'di daerah' diubah menjadi 'yang terdiri dari kota Yogya dan lingkungan sekitarnya dan bahwa langkah ini diambil dalam terang direktif Dewan Keamanan [3] dari 23 Maret 1949 '.

(4) - 'Pemerintah Belanda bersikeras pada hak penentuan nasib sendiri dari masyarakat Indonesia seperti yang diakui oleh prinsip dan artikel yang mendasari 3 dan 4 dari perjanjian Linggarjati [4] dan pada kedua dan keenam dari dua belas, dan keempat dan keenam dari enam prinsip 'Renville' tambahan.
